Freelance Senior IT Project Manager

Introduction

I am looking for an experienced Freelance Senior IT Project Manager for a regional public organization. In this role, you will lead strategic IT innovations and complex tendering processes that affect multiple domains. You will ensure robust management of governance, decision-making, suppliers, and change impact, and successfully guide projects from initiation to realization or transfer to management.

Organization

You will be working within a government organization that is facing major strategic IT decisions. In the coming period, the focus will be on modernizing core applications, infrastructure, and information provision. Projects are characterized by administrative complexity, multiple stakeholders, and strict frameworks in the areas of security, privacy, and procurement. You will be operating in a professional environment where results, collaboration, and administrative sensitivity are key. Hybrid working is possible.

Job information

As a Senior IT Project Manager, you are responsible for the end-to-end management of strategic IT projects. You initiate projects, set up governance, monitor planning, budget, and quality, and ensure clear decision-making. You manage European tenders in close collaboration with procurement, from strategy and PvE to award and implementation start. In addition, you will manage stakeholders at all levels, ensure alignment with architecture and security frameworks, and manage suppliers and implementation partners. An important part of your role is to ensure support, a controlled implementation, and a careful transfer to the management organization.

Job requirements

• HBO+ working and thinking level
• At least 5 years of experience as an IT project manager within the government
• Demonstrable experience with European IT tenders
• Strong leadership, communication, and stakeholder engagement skills
