Freelance Functional Administrator
Introduction
I am looking for a Freelance Functional Administrator for a municipality in the central Netherlands. You will be working in an environment where Common Ground is used. Because Common Ground is relatively new and not everything runs via standard management interfaces yet, it is important that you are technically well-versed in addition to functional management.
Organization
You will be working within a municipal organization that is currently modernizing its information provision. Common Ground forms an important starting point in this process. The organization works in multidisciplinary teams in which functional management, information provision, and IT work closely together. Hybrid working is possible, with Utrecht as the base location.
Job information
As a Functional Administrator, you are responsible for supporting and optimizing applications and services used within the Common Ground landscape. You are the point of contact for users, translating their questions and reports into solutions and actively contributing ideas for improvements.
Because Common Ground is still under development, you will regularly work more closely with the technology than in a traditional management role. You understand the underlying architecture, data exchange, and links, and can liaise with suppliers, developers, and architects. You help set up, test, and manage solutions, even when management processes have not yet been fully crystallized.

Job requirements
- Experience as a Functional Administrator
- Previous experience within a municipality or public organization
- Familiar with Common Ground or similar modern information architectures
- Functionally strong and technically knowledgeable enough to contribute ideas about links and data
- Good communication skills and solution-oriented
Offer
- Start by March 1 at the latest
- Commitment until the end of the year
- 32 to 36 hours per week
- Hybrid working (Utrecht area)
