Freelance Project Manager for HR21 Optimization

Introduction

We are seeking an experienced job evaluation project manager for a municipal organization in the northern Netherlands. You will lead an organization-wide initiative in which all positions will be reviewed, redefined where necessary, and evaluated in accordance with HR21.

Organization

You will be working in an HR consulting department that is part of a shared support organization. The department advises the board and management on organizational structure, staffing, and job evaluation.

The organization has multiple sectors and a large number of diverse positions. The job classification system has expanded over the years, and as a result, job descriptions and ratings are no longer up to date or consistent across the board. This project aims to rectify that and ensure that the job classification system remains easy to manage going forward.

The environment is political and administrative: decisions go through multiple levels, and support from management and employee representative bodies is essential.

Job Information

You have final responsibility for the process: from the initial assessment to the final valuation and handover to line management. You will work closely with managers, HR consultants, the project team, senior management, and any external consultants.

Core Responsibilities:

• Oversee the updating and evaluation of the entire job classification system in accordance with HR21
• Assisting managers in preparing task inventories and job descriptions
• Check submitted profiles for quality, coherence, and consistency
• Provide advice on job classification, generic profiles, and job interchangeability
• Organize and lead organization-wide calibration and consistency sessions
• Monitor progress, decision-making, and documentation
• Serving as a sparring partner for clients, management, and HR consultants
• Establish a management and maintenance process and transfer the entire process to the line organization

Result of the assignment:

• An up-to-date and consistently described and evaluated job classification system
• Evaluations that are easy to explain to employees and management
• A functional management process that the organization can carry out independently

Job Requirements

• At least a higher vocational education (HBO) level of work and thinking
• Demonstrable, successful experience with job evaluation processes
• Experience as a project manager in a large, complex organization
• Knowledge of and experience with organizational development and change processes
• Experience with planning, monitoring, and delivering projects
• Strong consulting and communication skills, including when interacting with senior management
