Introduction

We are looking for a senior IAM consultant for a large local government organization. You will lay the groundwork for organization-wide identity and access management, from defining the vision and scope to creating a roadmap with projects that can be launched immediately.

Organization

The organization has over 500 employees and a broad range of responsibilities. Every day, many internal and external users work with applications, data, and infrastructure. Until now, access control has been managed on a per-system and per-department basis. Legislation such as the GDPR and the BIO requires a structured approach.

An initial action plan is already in place, and funding has been allocated for the next phase. Over the coming months, the focus will be on setting the direction: What does the organization want to achieve with IAM, what falls within the scope, and what does that mean for people, processes, and technology?

You’ll collaborate with, among others, an information architect, HR, the IT department, and management. You’ll take the lead on the substance of the target architecture.

Job Information

You will assess how access is currently managed, work with the organization to determine its future goals, and translate those goals into a feasible and well-reasoned step-by-step plan. You will advise management and the executive board and ensure support from the relevant departments.

Core Responsibilities:

  • Formulate the IAM strategy and select and justify a model (e.g., RBAC, ABAC, or a hybrid model)
  • Developing a Policy and Governance Framework for IAM
  • Defining the scope: applications, data and files, IT infrastructure, internal and external users
  • Conduct an IST/SOLL analysis of the organization, processes (inflow, throughput, and outflow), technology, and behavior
  • Develop a risk analysis, preconditions, and an investment estimate (one-time and ongoing)
  • Conduct a brief benchmarking study of comparable government organizations
  • Design an IAM target architecture in collaboration with the architect: identity governance, authentication, authorization management, PAM, directory
  • Services, Federation and External Integrations, Audit and Monitoring

Result of the assignment:

  • A defined IAM vision, scope, and governance framework
  • An impact analysis that concludes what will be needed in the coming years
  • A Target IAM Architecture
  • A roadmap with ready-to-launch project assignments, tailored to the organization's maturity level and ongoing projects

Job Requirements

  • At least 5 years of experience (within the last 10 years) in preliminary research and consulting related to IAM and authorization models
  • At least 5 years of experience in developing roadmaps, IST/SOLL impact analyses, and project specifications for IT initiatives
  • Demonstrable knowledge of identity governance, PAM, and onboarding, transition, and offboarding processes (both research and implementation)
  • Experience providing consulting services at the management and executive levels
  • Strong in stakeholder management and clear reporting, both verbal and written

Pros

  • Experience working for a local government entity, such as a large municipality or a province (this is highly valued)
  • Knowledge of the BIO and GDPR in relation to access control
  • Experience comparing existing solutions (e.g., Entra ID) with additional IGA/PAM tools

Offer

  • Start: mid-November 2026
  • Duration: through mid-2027, with an option to extend
  • Hours: 36 per week
  • Hybrid (about 3 days a week in the office)
