Freelance Chief Information Security Officer

Introduction

I am looking for an experienced Freelance CISO for a medium-sized municipal organization. In this role, you will guide the further professionalization of information security and digital resilience, with a specific focus on BIO 2.0, risk-based working, and governance.

Organization

You will be working within a municipal organization that is transitioning from a measure-oriented to a risk-oriented information security policy. A strategic information security policy and a draft GAP analysis form the basis for this. Together with the CIO, ISO, TISO, and BCM coordinator, you will work on a supported and future-proof roadmap. The assignment requires a visible presence within the organization, particularly in the initial phase. Hybrid working is possible.

Job information

As CISO, you will develop a concrete information security roadmap based on existing policy and a BIO 2.0 GAP analysis. You will establish priorities and coherence and strengthen ownership, awareness, and governance within the organization. In addition, you will ensure the design and further development of the ISMS and ensure that the PDCA cycle is applied structurally. You act as a trailblazer and lay a solid foundation on which the permanent CISO can build.

• An established and supported information security roadmap
• Updated BIO 2.0 GAP analysis with prioritization
• Enhanced ISMS setup and secured PDCA cycle
• Clear positioning and consolidation of the CISO role

Job requirements

• Higher vocational education/university level
• Demonstrable experience as a CISO within a government organization
• Experience with BIO 2.0 and risk-driven implementation
• Experience with ISMS and governance
• Strong in change management and administrative consulting

Offer

• Start: May 2026
• Duration: 6 months (option to extend)
• Hours: 24 per week on average
